Minutes of the Meeting of Doddinghurst Parish Council Planning Committee held at 19.30 on 29th September 2022 in the Parish Room, Adjacent Village Hall, Church Lane, Doddinghurst.

Present: Cllrs: D. Dicker (Chairman), M. Capon, R. McCheyne, D. Potter and A. Smith

3. Resolved to approve the minutes of the meeting held on 14th July 2022
4. Public Participation: None present
5. New Planning Applications
a) Application No. 22/01186/HHA
Development: Demolition of existing garage and replace with larger garage
Address: 23 The Gardens, Doddinghurst
Resolved to support the application.
b) Application No. 22/01299/S192
Development: Application for a Lawful Development Certificate for a proposed use or development for the demolition of existing swimming pool and plant house, and construction of an enclosed swimming pool, plant house and gym.
Address: The Emblems, Mountnessing Lane, Doddinghurst
Resolved to support the application.

7. Neighbourhood Plan
The Clerk had circulated a report to members with the agenda, summarising the
Neighbourhood Plan briefing hosted by Brentwood Borough Council on 7th September,
attended by the Clerk and Chairman. After a discussion on Neighbourhood
Planning generally, and specifically to the village it was decided not to proceed at this
time. However, to keep a watching brief on the Local Development Plan and the next
Call For Sites. In the meantime, the Council to consider and list benefits the village could
obtain from any future developments.
There followed a discussion on progress at the Waterworks Spring development which
seems to have stalled. Members require a monthly update and need to ensure that the
required footpath through to the village is delivered.

9. Bus Routes & Timetables
Cllr. Capon’s list of proposed stops and journey times for the bus no’s 61 & 71 was re-circulated for information. The Chairman reported that the new contract for the 61 had been signed. It was agreed that the Chairman would contact the bus contractor and find out numbers of people using the service. It was further agreed to make a recommendation to the full Council that the proposed circular route be explored further, including consulting with neighbouring villages at the appropriate time.
10. Land in Trust
The Clerk had circulated information on the process of setting up a Charitable Trust for the Parish Council’s land and this was noted. Members were in general agreement of the concept and agreed that the first step is to carry out an audit of land registered with the Land Registry. The Clerk and Cllr. Potter will work on this.
11. Complaint to Brentwood Borough Council
The Clerk reported that Brentwood Council had apologised for not previously sending out
the Weekly Lists to DPC. Members considered the Leader’s suggestion that DPC
members meet with the Borough Councillors to improve the working partnership, but
after discussion decided not to pursue that course of action at this time.
