Caroline joined Doddinghurst Parish Council in 2021 and brought with her a wealth of experience gained in previous roles whilst serving as the Parish Clerk for the neighbouring parishes of Ingatestone & Fryerning and Great Dunmow Town Council.
The Clerk is considered the “engine” of an effective parish council, and its first point of contact. It is Caroline’s statutory duty to carry out all the functions, and in particular to serve or issue all the notifications required by law of a local authority’s Proper Officer. Caroline holds the respected “CiLCA” (Certificate in Local Council Administration), which is one of the pre-requisites for the Parish Council achieving Quality Council status and being able to exercise the power of well-being. She also holds the CertHE in Local Policy.
Caroline is a member of the Society of Local Council Clerks. She also liaises with the National Association of Local Councils, Essex Association of Local Councils and the Brentwood Borough Parish Councils Association (BBPCA)
Caroline is also the Responsible Financial Officer and is responsible for all financial records of the Council and the careful administration of its finances.
